Currently, there are four bills on the subject in the Chamber of Deputies and another three in the Senate.<u><\/u><u><\/u><\/p>\n<p>Appointed as &quot;the legal framework of artificial intelligence&quot;, the proposals of the deputies (<a href=\"https:\/\/www.camara.leg.br\/noticias\/641927-projeto-cria-marco-legal-para-uso-de-inteligencia-artificial-no-brasil\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.camara.leg.br\/noticias\/641927-projeto-cria-marco-legal-para-uso-de-inteligencia-artificial-no-brasil&amp;source=gmail&amp;ust=1626285840593000&amp;usg=AFQjCNGJWh2XAwWTLhj_hcLbcRcv0Mdgyg\">PL 21\/20<\/a>\u00a0and\u00a0<span class=\"m_1486545553056038848termoglossario\">joined<\/span>) are already processed under the regime of\u00a0<span class=\"m_1486545553056038848termoglossario\">urgency<\/span>\u00a0and, therefore, they are ready for voting in the Plenary. The main one is authored by the deputy\u00a0<a href=\"https:\/\/www.camara.leg.br\/deputados\/204541\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.camara.leg.br\/deputados\/204541&amp;source=gmail&amp;ust=1626285840593000&amp;usg=AFQjCNFcwSsjGAfIkRuQWk2Fa6JpLlpwFw\">Eduardo Bismarck (PDT-CE)<\/a>\u00a0and it brings principles, rights, duties and governance instruments for the sector.<u><\/u><u><\/u><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-35916 alignleft\" src=\"https:\/\/dev.abes.com.br\/wp-content\/uploads\/2021\/07\/WhatsApp-Image-2021-07-13-at-16.33.26-2.jpeg\" alt=\"\" width=\"387\" height=\"218\" srcset=\"https:\/\/dev.abes.com.br\/wp-content\/uploads\/2021\/07\/WhatsApp-Image-2021-07-13-at-16.33.26-2-980x551.jpeg 980w, https:\/\/dev.abes.com.br\/wp-content\/uploads\/2021\/07\/WhatsApp-Image-2021-07-13-at-16.33.26-2-480x270.jpeg 480w\" sizes=\"(min-width: 0px) and (max-width: 480px) 480px, (min-width: 481px) and (max-width: 980px) 980px, 100vw\" \/>ABES representative at the hearing, Loren Sp\u00edndola, highlighted the need for changes in the text, but recognizes that the legal framework is important to reinforce legal security in the area of artificial intelligence, especially in light of initiatives already taken in legislative assemblies in some states.<u><\/u><u><\/u><\/p>\n<p>The director of the National Federation of Information Technology Companies (Fenainfo), Rafael Sebben, declared that the \u201centity is very opposed to any type of regulation. What we want is for our companies to be able to work freely, complying with existing legislation\u201d, he said. Sebben argued that the General Law for the Protection of Personal Data and the Consumer Defense Code already meet several points provided for in the proposals for the legal framework of artificial intelligence. The entrepreneur fears that the accumulation of norms \u201cstrains a sector that is dynamic\u201d.<u><\/u><u><\/u><\/p>\n<p>The president of the Federation of Associations of Brazilian Information Technology Companies (Assespro), \u00cdtalo Nogueira, preferred to suggest improvements to the bills, such as regulating only the use and not the research or development of technology. Nogueira also recommended the reduction of punishments foreseen and expansion of support and promotion for the sector.<u><\/u><u><\/u><\/p>\n<p>The director of the Artificial Intelligence Center at the University of S\u00e3o Paulo (C4AI\/USP), F\u00e1bio Cozman, recalled that the constant evolution of the subject has imposed caution in the regulation in several countries. \u201cThe legislative effort must avoid creating excessive ties that could delay our progress. For example, the European Union hopes to discuss this proposal over the next two or three years. And the complexity of the theme is revealed in the very difficulty of defining some terms&quot;, he explained<u><\/u><u><\/u><\/p>\n<p>The coordinator of Public Policies of the Institute of Reference in Internet and Society (Iris), Gustavo Rodrigues, asked for more debates so that the text finds ways to overcome what he called the \u201cabyss between the ethical promises of the lists of principles and public declarations of companies and the reality of discriminatory use of artificial intelligence\u201d.<u><\/u><u><\/u><\/p>\n<div id=\"attachment_35915\" style=\"width: 414px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-35915\" class=\"wp-image-35915\" src=\"https:\/\/dev.abes.com.br\/wp-content\/uploads\/2021\/07\/image001.jpg\" alt=\"\" width=\"404\" height=\"269\" \/><p id=\"caption-attachment-35915\" class=\"wp-caption-text\">Luisa Canziani: debate will be expanded, despite the urgency of the proposal \/ Credit: Pablo Valadares\/C\u00e2mara dos Deputies<\/p><\/div>\n<p>\u201cIt is necessary to go beyond ethics and deepen the debates on rights and obligations. So, considering the importance of a regulation like this, whose content will enormously impact the country&#039;s social and economic reality over the next few decades, this debate needs to be the object of a broad, participatory and multi-sectorial construction, as was the case with the civil framework of the internet and the LGPD\u201d, said Rodrigues.<\/p>\n<p>The rapporteur of the proposals for the legal framework of artificial intelligence in the Science and Technology Commission, deputy\u00a0<a href=\"https:\/\/www.camara.leg.br\/deputados\/204410\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.camara.leg.br\/deputados\/204410&amp;source=gmail&amp;ust=1626285840594000&amp;usg=AFQjCNHK5TjixRJNJg1rTTa3joO5GND4_w\">Luisa Canziani (PTB-PR)<\/a>, promised to broaden the debate, despite the urgency of the procedure.<u><\/u><u><\/u><\/p>\n<p>\u201cIn fact, the urgency was approved, including for us to take this discussion to the Plenary and give prominence to the agenda.
