Recently, rapporteur Orlando Silva (PCdoB-SP) presented a modified version in the Chamber of Deputies, which should be voted on again. In view of this new movement around the PL, <span data-contrast=\"none\">the associations Brazilian Chamber of the Digital Economy (<\/span><span data-contrast=\"none\">camara-e.net<\/span><span data-contrast=\"none\">), Abstartups \u2013 Brazilian Association of Startups, ABES \u2013 Brazilian Association of Software Companies, ABO2O \u2013 Brazilian Online to Offline Association, ALAI \u2013 Latin American Internet Association, AMOBITEC \u2013 Brazilian Association of Mobility and Technology, ASSESPRO \u2013 Association of Brazilian Information Technology Companies, D\u00ednamo and IAB Brasil launched a manifesto<\/span><span data-ccp-props=\"{&quot;201341983&quot;:1,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:360}\"> in which they point out the risk of digital retrogression if the legislation is passed.<\/span><\/p>\n<p><span data-contrast=\"none\">Digital economy associations understand that the purpose of the measure is<\/span><span data-contrast=\"none\"> noble and has legitimate concerns, however, it underestimates the value of multistakeholder participation in the debate and, as proposed, the PL can have opposite effects, as it makes it difficult to combat fake news by proposing traceability for messaging services, bureaucratize and increase moderation, putting at risk fundamental rights and the capacity for innovation and economic development in the online environment.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:1,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:360}\">\u00a0 O<\/span>\u00a0document highlights 7 points of attention:<\/p>\n<ul>\n<li>Mistakenly Equalizes Disparate Platforms and Technologies and Prevents Access to Information (Article 1);<\/li>\n<li>Makes the Online Environment More Dangerous (Art. 15);<\/li>\n<li>Creates Barriers to Online Advertising (Arts. 16 to 20);<\/li>\n<li>Reduces News Diversity on Online Platforms (Art. 38);<\/li>\n<li>Disproportionately Discloses Sensitive Information (Art. 9 and 18);<\/li>\n<li>Encourages the Indiscriminate Collection of Data and the Exposition of Data Subjects (Art. 13 and Art. 39);<\/li>\n<li>It discourages the access of new players, including foreigners (Art. 37).<\/li>\n<\/ul>\n<p>Discover the full manifesto and download the <a href=\"https:\/\/dev.abes.com.br\/wp-content\/uploads\/2021\/10\/PL-fake-news-Manifesto-PL-26302020_.pdf\">PL fake news - Manifest - PL 26302020_<\/a><\/p>\n<p>&nbsp;<\/p>","protected":false},"excerpt":{"rendered":"<p>The Fake News PL, as Bill 2,630\/20 became known, was approved more than a year ago in the Senate.
