Representatives of entities participated, including ABES, the Assespro Federation, Abranet, Brasscom, Fenainfo, Acate and Seinesp, as well as authorities such as the mayor of Florian\u00f3polis (SC), Top\u00e1zio Neto.<\/p>\n<p>The event focused on supporting the amendments presented to the Political Reform proposal (PEC 45\/2019), which suggest the inclusion of activities in the digital services sector, Internet, innovation, information technology and IT and similar sectors in the reduced rate in 60% of the standard rate (art. 9, \u00a7 1) \u2013 <em>amendments number 81, 121, 172, 237 and 367<\/em>.<\/p>\n<p>Once again, Senator <strong>Izalci<\/strong> defended the approval of these amendments, concerned about maintaining the operations of companies in the sector in the country, highlighting that Brazil needs to pay attention to the sectors that are paying the bill for this reform. He also committed to promoting the defense of these amendments before the rapporteur in the discussion of the matter and also shared his vision about accelerating discussions to approve a text this week by the Federal Senate, which should bring losses to the sectors that employ the most, such as the IT sector.<\/p>\n<p>The mayor <strong>Top\u00e1zio Neto<\/strong> highlighted the risks of increasing taxation in the most employable and technological sectors, going against the successful policies to encourage the IT sector adopted in Florian\u00f3polis, and spoke about federative aspects of the Tax Reform, which should remove mechanisms of productive incentives on the part of counties.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-69207 alignright\" src=\"https:\/\/dev.abes.com.br\/wp-content\/uploads\/2023\/11\/WhatsApp-Image-2023-11-07-at-21.44.12-768x1024.jpeg\" alt=\"\" width=\"257\" height=\"343\" \/>In its manifestations, the <strong>Abes<\/strong> addressed the transversality and importance of information technology for the Brazilian economy, being represented by Andriei Gutierrez, vice-president of the entity and leader of the Regulatory Committee. Already the <strong>Abranet<\/strong> pointed to a scenario of increased Internet prices for the end consumer of internet services with the approval of the Tax Reform. A <strong>Brasscom<\/strong> addressed the need for important improvements in the text of the Tax Reform, as a guarantee for the quick and effective return of credits accumulated throughout the production chain, guaranteeing the basis for the continuity of the payroll tax relief policy and greater legal security for the characterization of exports .<\/p>\n<p>THE <strong>Fenainfo<\/strong> spoke about the inconsistency of the Federal Government&#039;s proposal to increase taxation of the IT sector in light of the long history of government policies in favor of the digitalization of the population, while the <strong>Seinesp <\/strong>it dealt with employability and the flight of qualified ICT labor from our country. Already <strong>Assespro Federation<\/strong> highlighted the importance of joint action between entities in working on the topic with parliamentarians.<\/p>\n<p>Sector entities have been actively involved in discussions about the reform and even presented a manifesto on PEC 45\/2019 last month. The Proposed Amendment to the Constitution was approved by the Chamber of Deputies and is currently being processed in the Federal Senate. Considering that the text approved by the Chamber does not allow the crediting of the largest input: <em>labor and foresees a standard rate of 25%, the sector warns that the approval will impact the increase in prices for the final consumer between 12% and 16% in internet services and from 7% to 11% software and IT<\/em>.<\/p>\n<p>Currently, the averages paid by the IT sector are 2% (ISS) and 3.65% (PIS\/COFINS).
